FLOOR ACTION In session Saturday, the House passed House Bill 1003, which would set up energy-efficiency standards for CD and DVD players and other electronics, and Substitute House Bill 1243, which would make it a crime to maliciously hurt or kill livestock belonging to another person. The House also passed House Bill 1652, which would allow people who are impersonated on a social-networking website to sue for damages, and House Bill 1438, which would set up a strategy for examining whether the interstate agreement that allows felons to move from one jurisdiction to another affects Washington unfairly. TODAY This week, both the House and Senate will dedicate most of their time to floor sessions as they move toward the March 7 deadline for voting on bills in their house of origin. Both the House and the Senate have scheduled floor sessions. Bills that could come up for a vote in the Senate include Senate Bill 5307, which would count military training toward licensing requirements in some medical professions, and Senate Bill 5065, which would prohibit people who are convicted of animal cruelty from owning another, similar animal for a certain period. Another bill on the Senate calendar, Senate Bill 5407, would create a tiered driver's license system in the state in which people who could not prove they were legal immigrants would only be able to get licenses marked "not valid for identification." Bills on the House calendar that could come up for a vote include House Bill 1079, which would require all counties in the state to vote by mail. Only Pierce County has in-person polling places. Other House bills that could get a vote are House Bill 1489, which would limit when and where people may use fertilizers that contain phosphorous, and House Bill 1202, which would allow liquor stores to give out samples. On the Capitol campus, Planned Parenthood and NARAL, a pro-abortion advocacy group, are holding a reproductive-rights lobby day and rally at the Legislative Building.
